Celebration of Constitution Day and Campaign on Citizens’ Day on 26th November, 2019

High Commission of India



The High Commission of India in Victoria celebrated the Constitution Day of India on Tuesday, November 26th, 2019 at the multipurpose seminar hall in the High Commission of India premises. The event started with the High Commissioner Gen Dalbir Singh Suhag reading out the Preamble to the Constitution of India in Hindi and English. This was followed by speeches by two prominent speakers.

The first speaker was Justice Durai Karunakaran, who is a Pravasi Bhartiya Samman Awardee and a prominent PIO in Seychelles. He has served Seychelles’ judiciary as Judge of the Supreme Court, Acting Chief Justice, Justice of Court of Appeal, President and Judge of the Constitutional Court. The topic of his speech today was “CONSTITUTIONAL VISION FOR GLORIOUS BHARATH”. In this he spoke about the constitutional ideals that can lead to a prosperous and developed India. He also talked about the various rights and duties provided in the constitution of India. 

The second speaker was Mr Diwakar Singh, Indian Legal Service officer, Joint Secretary to the Government of India in the Ministry of Law and Justice who is presently serving in the Seychelles Government as ITEC Legislative Counsel on the request of the Government of Seychelles. The topic of his speech was “Making of the Indian Constitution and Preamble”. Under this, the speaker told the story of framing of Indian constitution and the various trivia and anecdote on the original constitution of India.

A short video clip titled “Spirit of Freedom” was also shown in the event. The event ended with the High Commissioner felicitating the two speakers by presenting them with autobiography of Mahatma Gandhi and giving his closing remarks. The High Commissioner spoke about the values enshrined in the Constitution of India. He told the audience that Indian constitution in people centric and people are sovereign in India. He also talked about the progress made by India in giving various political, social and economic justice to its citizens.

Attorney General Frank Alley, Auditor General Gemini Herath, Secretary of State for Department of Foreign Affairs and Blue Economy Ambassador Barry Faure, Ambassadors from Russia, Japan and UK along with diplomats from many countries attended the event. Many prominent local Indian community members and local businessman also attended. The event was attended by more than 100 people in total. Prominent newspapers and local broadcasters covered the event.
